The Wii U version was released in Japan on August 4, 2015, and will be released in Europe on August 28, 2015, Australia on August 29, 2015 and North America on December 11, 2015. The game's protagonist is Ivan, a Russian-accented man whose body is adorned in tattoos of Sanskrit characters. The tattoos tell an old Japanese ghost story of a monk that had his entire body covered in similar tattoos as a means to ward off ghosts, but because his ears were not adorned, the ghosts tore them off. The game's story is set in a world ravaged by conflict after Earth's entire power grid is destroyed by the Kessler Syndrome. The Kessler Syndrome is a theoretical event that, in summary, states that the density of objects in LEO (low Earth orbit) could become high enough that the collision of those objects could create a cascade, creating debris that would augment the chance of future collisions. In other words, when two objects such as satellites collide, the debris from these objects collide with other satellites, which in turn creates more debris, resulting in a chain reaction of destruction. It has also been hinted that there will be three factions in the game.

Devil's Third is a third-person action game that mixes shooting and melee combat. The speed of the player-character's movement is based on the weapon currently held. The game will also feature a dismemberment system similar to that seen in Ninja Gaiden II. The player can freely switch between ranged and melee attacks, and weapons can be taken from defeated enemies. Players can also fight bare-handed. The game will feature a variety of firearms and melee weapons. Guns will also be customizable, although it has not been specified if the options are simply for aesthetic purposes. "True martial arts" have been described as being a distinctive feature of the game, a feature that may be complemented by Valhalla's experience with fighting games. Said to be another differing aspect of Devil's Third from other games, players will be able to precisely control their characters while jumping from a point of high elevation. While the camera is usually set to follow Ivan, the player character, the camera shifts into a first person perspective when aiming. Unlike many modern third-person shooters, it does not adopt an over-the-shoulder approach, instead opting for a more traditional camera that is directly behind the character, save for when ducking behind cover. Melee combat consists of chaining together a series of attacks, often followed with a cinematic takedown. In addition, melee weapons can be swapped, thrown at enemies, and stolen mid-counter.

It features online play and a means of reshaping the battlefield via a sort of level editor. It features three types of progression currency: Clan Funds, Dollen, and Golden Eggs. Among choosing sides in game modes, there is a third side known as the "Free Entry" option, which is said to be the option that would appeal to the Lone Wolf type of player. It isn't clear as to what this actually does, but it is implied that "Free Entry" players fight as a third force that does not contribute to either team. Online play is an important aspect of the game. Modes that have been confirmed are "Standard Battles", "Survival" and "Team Battles" but there will also be more online gameplay options. Players will be given numerous customization options, both in terms of character aesthetics and equipment. The landscape can also be customized with a variety of structures. There is no team chat available, to which Itagaki claims is due to a lack of bandwidth. A standalone, free-to-start version of the multiplayer component will be released for PC alongside the Wii U game. This version will be called Devil's Third Online.

This is the first game developed by Tomonobu Itagaki after leaving Tecmo in 2008 and forming his own game studio, Valhalla Game Studios, with other members of Team Ninja who left Tecmo in 2009. The game is a departure from Itagaki's previous genres, hack and slash and fighting games. Devil's Third switched engines during its development, as the company responsible for making its original engine closed down. Since that time, Valhalla Game Studios have continued development using an adaptation of video game developer Relic Entertainment's engine. Although a version of Devil's Third for the Wii U was not confirmed at the time, Itagaki reported that the game would run perfectly fine on the system. Devil's Third then used the same game engine as Darksiders II. It now uses Unreal Engine 3 as the main game engine. The game was originally announced by THQ, and was planned to be released on PlayStation 3 and Xbox 360. Following THQ's closure in 2013, the intellectual property rights to Devil's Third were given back to Valhalla Game Studios and Nintendo picked up publishing duties for the title to be released for their own console. Devil's Third new development as a Nintendo-published Wii U-exclusive was eventually officially announced by Nintendo at E3 2014 post their Digital Event presentation.
